The Missouri Life and Health Insurance Guaranty Association (MOLHIGA) was established by House Committee Substitute for Senate Bill 430 as truly agreed to and finally passed by the Second Session of the 84th General Assembly and signed by the Governor of the State of Missouri on June 28, 1988. (430 §§ 1, 2, A.L. 2018 H.B. 1690). Member insurers elected an initial board of directors at the MOLHIGA organizational meeting on August 17, 1988.

These maximums and limitations are applied on a per insured/per insolvency basis.
Coverage is provided to owners of covered contracts who are residents of the State of Missouri, except as otherwise provided for by the statute.
To provide this protection, the Guaranty Association continues insurance policy coverage while paying the claims and other policy benefits under life, annuity, accident and health insurance policies.
